This source is a reliable source on documenting the greediness and controlling power of the United States Government. However, it inaccurately portrays the government because it makes it seem like they actually are concerned for their southern brethren rather than simply want more money and land to control.

This is an attachment to the Monroe Doctrine which is a piece of legislature.

Because this is a public document that is trying to intimidate european powers from interfering with the Americas it may have more bark than bite. We also don't know if the real reason for writing the document was to keep away european powers or to be able to interfere with the western hemisphere whenever they want.

This document was written to declare that the United State of America will be a police force in the Western Hemisphere. It was used to inform European powers that there would be military enforcement of the Monroe Doctrine.

The speaker is authoritative and declarative. He will not accept no for an answer. He declares that European intervention will not be accepted.
